What a Bill of Quantities Actually Is

A Bill of Quantities is a structured, itemised document that measures and prices everything your specific building requires. It takes your design and breaks it into line items — every cubic metre of concrete, every ton of reinforcement, every bag of cement, every square metre of blockwork, every door, every trade’s labour — and attaches a current rate to each.

The result is not an estimate. It is a measured cost: the real quantity of every material and every trade your design needs, priced against today’s market. Where a per-square-metre figure says “buildings roughly like this cost roughly this much,” a BoQ says “your building needs exactly this, at exactly this price.”

Who prepares it

A BoQ is prepared by a quantity surveyor — a costing professional. In Ghana, quantity surveyors fall under the Ghana Institution of Surveyors (GhIS). The QS works from the architectural and structural drawings, measures the quantities to a recognised method, and prices them. This is a profession, not a spreadsheet anyone can fill in.

Why a BoQ Matters So Much

It gives you a real budget, not a guess

This is the heart of it. Published per-square-metre rates for Ghana diverge by three to five times because they describe different buildings, finishes, and years. A BoQ describes your building. It is the only honest answer to “what will this cost?”

It controls cost as you build

Because every item is listed and priced, you can see where the money goes and make informed trade-offs — a different roof, a phased finishing programme, a substitution that saves without cutting a corner that matters. You are making decisions with numbers in front of you, not after the money is spent.

It protects you against surprises

A guessed price is the price that grows. When a contractor quotes a round number, every extra becomes a negotiation in their favour. A BoQ is the agreed scope and cost in writing, so “extras” are visible and exceptional rather than a steady drip you cannot dispute.

It ties payment to real progress

Because the BoQ measures the work, payment can be released against work actually completed — stage by documented stage — rather than against the calendar. This is the foundation of a fair payment structure, and it is especially important if you are building from abroad and cannot inspect the site yourself.

How a BoQ Connects to the Rest of the Build

A BoQ is not paperwork for its own sake. It feeds procurement (materials bought against measured quantities, so you do not over-buy or run short), it sets the programme, and it becomes the yardstick against which progress and payment are measured all the way to handover.

It is also the honest counter to inflated quoting. A BoQ priced against real material rates — cement around GH₵85–130 a bag, reinforcement rods around GH₵6,300–11,000 a ton — will not carry the doubled material prices that some quotes quietly build in.
